Michigan 35p landing page: architecture, modules and first-pass copy

This page moves a Michigan district leader from "I heard there's $50 million" to "I'll talk to K12's Michigan lead about a support letter." It has two jobs for the campaign: signed district letters of support, and at least one district or ISD willing to serve as fiscal agent. We're the applicant under 35p, so every section on the page points toward those two outcomes.

Everything below is assembled from sections that already exist on schools.tutoring.k12.com. Sam can clone the Ohio state page as a starting point, since it already carries the image hero, the card grids and the state CTA band, and then add the other sections from their source pages. One module needs a new build, the named-contact card, and one needs a decision, the FAQ.

Michigan Section 35p · 2026-27

Up to $50 million for Michigan literacy tutoring. We write the application.

Section 35p funds high-impact tutoring this school year, with priority for students furthest behind in reading. We file the application for your district, deliver virtually through MDE's 35p(5) waiver, and tie part of our payment to your students' results.

NSSA badge

Stanford NSSA Tutoring Program Design Badge. Section 35p accepts any one of three credentials for a tutoring partner, and this is one of them.

Last updated September 30, 2026. MDE has not yet published its application guidance; we'll update this page after its October 8 session.

Hero imageReuse the state-page student photo or swap in a Michigan classroom shot. No stock map of Michigan.
Build: same hero as /ohio/. Two changes: a small badge + text row under the buttons, and a one-line "Last updated" text element. Primary button anchors to S9, secondary anchors to the one-pager card in S8 (or links straight to the PDF).
Copy: the H1 carries the dollar figure, the literacy priority and the offer in one line. Keep "up to." Don't write "approved 35p provider" anywhere; the statute sets credentials, not an approved list.

How 35p works with K12 Tutoring as your partner

The statute puts the application and administration work on the tutoring partner, not the district. Here's what that looks like in practice.

Step 1

Choose the students

We work with you to identify your highest-need readers using data you already have: M-STEP results, screeners and your MTSS tiers.

Step 2

Sign a letter of support

One page, pre-written for your letterhead. It affirms the three commitments the statute asks for, and your business office can review it before anyone signs.

Step 3

We file and run the program

We complete and submit the NexSys application. Once funds arrive, we launch, staff and report on the tutoring.

What K12 Tutoring handles

  • The NexSys application, budget and outcome benchmarks
  • Certified teachers, scheduling and session delivery
  • Progress monitoring and reporting to your district and MDE
  • The outcomes-based contract the waiver requires

What your district does

  • Identifies eligible students with us
  • Signs the letter of support
  • Contacts families and encourages participation
  • Shares data and aligns tutoring with Tier 1 instruction

What the letter commits your district to

Section 35p(2)(b) asks each district's letter to affirm three things:

  • Alignment with Tier 1 instruction
  • Implementation fidelity, including student usage and frequency
  • Participation in the data sharing and training needed to get results

Could your district or ISD be the fiscal agent?

Every application needs one. The fiscal agent receives the funds from MDE and forwards them to the tutoring partner, and it may keep up to 0.5% of the award for administration. If your district or ISD could take this on for a group of districts, we'd like to talk.

Build: three existing pieces stacked: the 3-item grid from /ohio/ "How It Works," the two-column list from /partnership/ (drop its third "Shared" column), and the highlighted box from /pilot-program/, split into two columns.
Copy: the fiscal agent box is the only place on the page that speaks to ISDs directly. Keep it. After Oct 14 the support-letter button can point to the template in S8 instead of the form.

The dates that matter

This fall

MDE hosts overview sessions on October 8 and October 13. This is the window to choose your students and your partner, and to get support letters signed.

November 1, 2026

The NexSys application opens. The tutoring partner submits.

Close date: not yet published by MDE.

By January 15, 2027

MDE makes award decisions, no later than this date.

By March 1, 2027

Initial payments reach fiscal agents, who forward funds to tutoring partners by March 15.

Before the end of 2026-27

Tutoring has to begin in each district before the school year ends.

Sources: MCL 388.1635p(8); MDE Section 35p page.

What this means for your district: money arrives in March at the earliest, and tutoring has to start before summer. Whichever partner you choose needs to launch in weeks, not months. That timing is one of the main reasons we deliver virtually.

Build: the text-phase timeline from /partnership/, without its sub-lists. There's no graphic timeline module on the B2B site, and this doesn't need one.
Copy: keep "no later than" and "by" on every date; these are deadlines, not scheduled dates. v2 adds MDE's close date and our letter deadline once MDE publishes one.

The 35p(5) waiver

Why a virtual program makes a stronger 35p application

Section 35p defines high-impact tutoring as in-person by default. Virtual programs qualify through a waiver MDE may approve for partners that reach students at a lower cost, as long as the partner shows evidence of impact and signs an outcomes-based contract. We bring both.

Lower cost per student

MDE scores cost effectiveness first. With no travel or local hiring, the same dollars reach more of your students.

Ready when the money is

Our certified teachers are already hired and trained, so launch doesn't wait on recruiting tutors in February.

Same teacher, every session

Students work with the same certified teacher throughout, in groups of 4 or fewer.

Paid on results

Under an outcomes-based contract, part of our payment depends on your students' growth. The accountability is written into the contract.

Build: the /ohio/ "Why K12 Tutoring" feature list at 4 items (heading + one line), laid out 4-up like the homepage "Will it work here?" cards. Leave out the badges here; they belong in S6.
Copy: never imply virtual is eligible by default; "qualify through a waiver MDE may approve" is the line. Debbie needs to confirm "same teacher" and "4 or fewer" before launch. No price anywhere on the page.

Copy: Pulaski isn't a Michigan district, so the heading is about evidence of impact in general, which is what the waiver asks for. If Janet's Virginia results are ready and approved, they could replace or join Pulaski in v2.

Who files the 35p application?

We do. The statute puts the application and administration work on the tutoring partner. Your district signs a letter of support, and one district or ISD serves as fiscal agent.

What exactly does our district sign?

A letter of support affirming Tier 1 alignment, implementation fidelity, and participation in data sharing and training. We'll give you a template ready for your letterhead.

Can tutoring be virtual under 35p?

Yes, through MDE's 35p(5) waiver. The statute's default is in-person, so a virtual application has to show evidence of impact and use an outcomes-based contract. That's how we apply.

Does K12 Tutoring meet the 35p partner requirements?

A partner needs any one of three credentials. We hold the Stanford NSSA Tutoring Program Design Badge.

Which students can we serve?

Your highest-need students, identified through assessment and screener data, economic disadvantage, special education or English learner status. If requests exceed the funding, districts with the lowest M-STEP literacy scores get priority.

Is 35p only for literacy?

The statute doesn't limit subjects, but its priority rule favors districts with the lowest literacy proficiency, so most applications will lead with reading. We tutor math as well.

How much tutoring can students get this school year?

That depends on when funds arrive and your calendar. Tutoring has to begin before the 2026-27 school year ends, so we'll map a schedule with you that starts as soon as the money lands.

What is an outcomes-based contract, and what's our exposure?

Part of our payment is tied to student results on measures we agree on with you. We'll post a plain-language term sheet here after MDE's October sessions.

What about the $5 million parent pilot?

It's a separate grant within 35p where parents choose the tutoring provider. We'll add details once MDE publishes guidance.

What happens when the grant ends?

35p is one-year funding. Many districts continue tutoring with Section 31a or Title I funds, and we'll help you plan for that from the start.

Build decision: the B2B site has no FAQ accordion. The consumer homepage has one, and Salient ships a toggle element, so Sam may be able to turn it on quickly. If that takes more than an hour, v1 runs as a static Q&A list like this one. Video goes in as an MP4 hosted in HubSpot files, like /what-we-offer/.
Copy: these ten questions line up with the video question list, so v2 can put a clip link under the matching answer. Math and the parent pilot each get one answer, as agreed.

Anything we should know? (optional)

No obligation. Built for district leaders, instructional teams and business offices.

Build: the only new component. Simplest version: a two-column row with an image, text and button block on the left and the HubSpot form embed on the right. The consumer site's tutor cards are a possible pattern if the themes are shared. The QR code on the one-pager points to this page; the anchor is #s9 or #contact-us to match the state pages.
Form: Campaign Creators builds a Michigan version of the short form with the two extra fields shown. Tag every submission to the Michigan 35p HubSpot campaign so letter-count tracking works from day one.
Copy: if Tony is named instead, change the name and line only; the section stays the same. Booking link goes to the named person's calendar, not the generic /contact-us/ page.
