The pattern

GovSpend leads in the biggest, most centralized states (DC, TX, NJ, VA, NC) and is the only source for award data everywhere. Outside Tier 1, Burbio pulls ahead: it out-covers GovSpend in 8 of 11 Tier 2 states, and its board-document ingestion is the one thing still generating signal in 3 states (NE, VT, WV) where GovSpend shows nothing at all. Burbio's board-meeting scrape is doing real work in the states where formal RFP posting is thin.
